Planet Partnerships was tasked with implementing strategies to mobilize private capital and public funding through Public-Private Partnerships (PPP) and hybrid investments.

Based on strong institutional relationships, we also assumed an advisory role for government agencies to update and enhance national policies for investment in supply chains, logistics, transport, and municipal infrastructure networks. In addition to working closely with government, our team advised USAID/Philippines and several industry associations on infrastructure financing trends and scenario forecasting in light of Covid-19 market dynamics. The results of our work includes government approval of several transactions and legislative/policy reforms that we advised on.

Policy and Legislative Reform

Working with the PPP Center, Senate Technical Working Group, and other agencies, we revised the PPP Act, drafted the PPP Implementing Rules and Regulations, and finalized the 30-Year National Infrastructure Program prior to successful legislative approvals.

Capacity Building on Infrastructure Finance

We delivered a 16-week training program on financial modelling, risk analysis, economic CBA, and value-for-money analysis to the National Economic Development Authority, PPP Center, Department of Finance, and Department of Public Works and Highways.

Transaction Advisory

Our team developed a pipeline of supply chain, logistics, transport, tourism, and municipal infrastructure investments, and provided advanced transaction facilitation for a US$500M expressway and US$62M commercial zone, which were approved by government.

Market Analysis and Fund Design

Based on the results of an exhaustive investment climate diagnostic, we developed the business plan for a Project Development Facility (PDF) to improve the commercial viability and bankability of national infrastructure projects.
