Planet Partnerships supported the expansion and improvement of Water, Sanitation, and Hygiene (WASH) services and infrastructure in peri-urban and rural areas of Muchinga, Northern, Western and Southern Provinces.

With focus on creating investment and livelihood opportunities for private enterprise in the WASH sector, our team were instrumental in identifying and structuring successful Public-Private Partnerships (PPPs) and public procurements. We also directly improved the policy and regulatory framework for private sector participation in WASH service delivery, including through several groundbreaking industry events.

Enabling Environment Reform

Our team supported drafting of the PPP Law that was successfully enacted in 2023, prepared WASH PPP Guidelines for the new PPP Office, and designed a National PSE Strategy in WASH for the Ministry of Water Development and Sanitation.

Transaction Development

We worked with three commercial utilities to develop a pipeline of 46 small-scale transactions, and then structured six pilot projects with a cumulative value of US$1.1 million (improving sanitation for 47,204 people and water for 42,534 people).

Technical Training

We designed and delivered targeted training to commercial utilities, regulators, and Ministry staff through nine workshops in Southern, Northern, and Western Provinces, with focus on pipeline development, the PPP lifecycle, and public procurement.

Public-Private Dialogue (PPD)

After successfully launching the WASH PSE Forum with 84 participants from industry and government, our team also managed a WASH Entrepreneurship Summit, which attracted 60+ participants, and established a Private Sector WASH Network with 30+ members.
