Planet Partnerships was engaged to expand tourism-related infrastructure and promote investment in urban services, aligned with Timor-Leste’s economic diversification strategy.

Working in Dili, Atauro Island, and Mount Ramelau, our team led the implementation of several groundbreaking policy and investment initiatives that directly influenced the government’s approach to urban infrastructure investment and Public-Private Partnerships (PPPs).

We identified and screened a portfolio of 36 tourism-related investments before selecting five (5) pilot projects for further transaction preparation, including the Cristo Rei Rehabilitation and Dili Waterfront Redevelopment PPPs.

Capacity building support was provided to the Ministry of Finance, Public Procurement Commission, and other agencies over several workshops on infrastructure finance, risk analysis, blended finance, and procurement management.

An investment promotion and governance reform action plan was prepared on the basis of a constraints diagnostic focused on legal, regulatory, and institutional impediments to investment in sustainable infrastructure, public services, and tourism destinations.

Advisory support was extended to establish a new governance framework for small-scale Public-Private Partnership (PPP) projects, restructure the public procurement regime, and harmonize the framework for investment incentives and benefits.
